In 2020, the global economy and Vietnam’s economy were heavily affected by the consequences of the COVID-19 pandemic. The pandemic continued to evolve in a complicated manner and had not yet been brought under control. In this context, businesses also faced other pressures such as international economic integration through the WTO, capital shortages, tax policies, and challenges related to management capacity, operational governance, and the shortage of high-quality human resources in the Industry 4.0 era.

As a result, the number of businesses withdrawing from the market increased, reflecting a trend of waiting, “freezing,” or entering a state of “hibernation” to observe and evaluate the development of the pandemic. Afterward, businesses would decide whether to continue operations or proceed with dissolution. This situation is clearly reflected in the significant rise in the number of enterprises temporarily suspending business operations in the short term.

According to the General Statistics Office of Vietnam, the majority of Vietnamese enterprises are still small and medium-sized businesses, which often face limitations such as lack of capital, weak competitiveness, and particularly immature corporate governance capabilities.
